Why can I not get my 360 profile picture to show?

I've waited several days, but it seems I am doomed to use a little cartoon avatar. The 360 photo option is greyed out and inoperable. It just says, "Get my 360 account now" which I did when I first joined. posted a photo (no possible objection to it!), but nothing! Any suggestions?
