What's the difference between a State Government ran program vs a Federal Government ran program?

I'm mainly talking fiscally.. Wouldn't we pay the same amount of taxes for the Dept of Education if it was on a State level? How about Medicare? Social Security ect I hear conservatives saying that we should cut spending and empower the State Govn't more but wouldn't we be the same economy with the State Government running these programs? How would it differ?
