Is there any truth to the rumor that the CIA expects Israel to be history in the next 20 years?

this is the rumor going around the internet. I wonder if Leon Panetta, Obama's, hand picked stooge, started this rumor? Since the US gives Israel $3 billion annually in foriegn aid, that's $60 billion over 20 years, couldn't that money be better spent, since we are anticipating its demise anyway ?
